Phase II MS4 software
Practical Phase II MS4 compliance software for municipal stormwater teams.
NPDESTracker is browser-based Phase II MS4 compliance software. It ties field inspections, IDDE tracking, post-construction BMP records, and public outreach evidence to the six federal Minimum Control Measures, and drafts an evidence-cited annual report your staff reviews before submission.
The sample workspace is a fully populated, read-only tour on a fictional Phase II MS4 program (the fictional City of Madrona). Only the map is interactive. No signup, live municipal data, email delivery, or agency submission.
01 · Who this is for
Small and midsize Phase II MS4 teams outside Washington.
NPDESTracker is built for Phase II MS4 coordinators, public-works departments, stormwater teams, inspection teams, and environmental-compliance teams at municipalities, counties, districts, and other permittees. It fits the lean team that does the annual report from the same laptop that runs the field inspections.
Larger or Phase I agencies may request a scoped inspection-team, follow-up, correspondence, or evidence-workflow evaluation. NPDESTracker is not marketed as a complete Phase I MS4 operating system, and it does not replace authoritative municipal GIS or enterprise asset management. Scope, users, integrations, and support capacity are reviewed before purchase.
02 · Framed on the six Minimum Control Measures
One workspace across all six MCMs.
Federal Phase II MS4 programs are structured around six Minimum Control Measures: public education and outreach, public involvement and participation, illicit discharge detection and elimination, construction site runoff control, post-construction stormwater management, and pollution prevention and good housekeeping. Every field record, every follow-up, and every piece of evidence is filed under the MCM it supports.
MCM 1 and MCM 2
Outreach and participation
Event logs, audiences reached, materials distributed, and public comment records, timestamped and searchable.
MCM 3
Illicit discharge detection and elimination
Complaint-to-closure workflow, dry-weather screening, outfall inventory, and linked photo and GPS evidence.
MCM 4
Construction site runoff
Site inventory, inspection cadence, findings and follow-up tracking, and notice history.
MCM 5
Post-construction BMPs
Structural BMP inventory, condition history, maintenance records, and inspection cycles by BMP type.
MCM 6
Pollution prevention and good housekeeping
Municipal facility inspections, catch basin and drainage structure inspection cadence, and training records for city staff.
03 · Honest scope
What NPDESTracker does. And what it does not.

Tour the read-only demo, then request a fit review.
The demo is a fully populated, read-only tour of a fictional Phase II MS4 workspace. Only the map is interactive. If the tour matches what your program needs, request a fit review and we will walk through onboarding scope for your city's permit.
