01 · The participation record

Structured fields for every kind of public process.

MCM 2 covers a lot of ground: open public meetings, formal comment periods, volunteer monitoring days, advisory-committee work, and the ad hoc community input a small program collects throughout the year. Each one is its own activity type with its own evidence and outcome. NPDESTracker captures all of them on a single record shape so a coordinator can find any past event, and so the annual report rolls up cleanly without retyping anything.

02 · Reporting-period dashboard

One view of the year's participation work.

A program-level dashboard shows participation activity for the reporting period. Counts by participation type, audience-segment breakdowns, volunteer hours summed by event type, and a list of records flagged for missing data. Open comment periods are surfaced so they do not slip past their close date.

03 · Feeds MCM 2 reporting

Participation records become the annual report.

The MCM 2 section of the annual report reads from these participation records directly. Counts come from records, not from a number a coordinator types in. Linked evidence stays attached so a state agency reviewer can verify any line. Detailed in the reporting page.

04 · Honest scope

What public participation tracking does and does not do.

NPDESTracker structures the records, holds the evidence, and rolls them up into the annual report. It does not run your meetings, host your video calls, or moderate your comment portal. It is a compliance-record system that makes MCM 2 documentation defensible across staff turnover and audit cycles.

The product also does not auto-submit to your state agency. The annual report assembles from these records and exports as a print-friendly preview that you save as PDF and submit through your agency's channel. Detailed in how reporting works.
