Public participation tracking is one module of the broader NPDESTracker platform — it sits alongside inspections, IDDE, public education, and annual reporting in the same workspace. MS4 public participation tracking for Phase II programs. One record per event, with the format, audience, comments received, volunteer hours, partner organizations, and the actual outcome captured in the right shape for the annual report. MCM 2 stops being a binder of agendas to scan in March. The public sample workspace shows the daily overview; the full event-record workflow is walked through on request.

01 · The participation record

Structured fields for every kind of public process.

MCM 2 covers a lot of ground: open public meetings, formal comment periods, volunteer monitoring days, advisory-committee work, and the ad hoc community input a small program collects throughout the year. Each one is its own activity type with its own evidence and outcome. NPDESTracker captures all of them on a single record shape so a coordinator can find any past event, and so the annual report rolls up cleanly without retyping anything.

  • Participation type (public meeting, hearing, comment period, volunteer event, advisory committee)
  • Meeting or event format (in-person, virtual, hybrid, written-only)

02 · Reporting-period dashboard

One view of the year's participation work.

A program-level dashboard shows participation activity for the reporting period. Counts by participation type, audience-segment breakdowns, volunteer hours summed by event type, and a list of records flagged for missing data. Open comment periods are surfaced so they do not slip past their close date.

03 · Feeds MCM 2 reporting

Participation records become the annual report.

The MCM 2 section of the annual report reads from these participation records directly. Counts come from records, not from a number a coordinator types in. Linked evidence stays attached so a state agency reviewer can verify any line. Detailed in the reporting page.
