Smart Draft uses linked records and fixed templates to prepare report answers. Staff review every draft before saving. It does not call an external AI provider or send customer data to one. Smart Draft never submits, certifies, or locks an annual report.

Start with the evidence linked to a supported report question. Read the draft, check the details, and edit it before saving. You can also write the answer yourself.
Smart Draft runs inside NPDESTracker. It does not contact an external AI provider or send customer records to one.
Smart Draft does not submit reports, certify reports, lock reports, or replace staff review. NPDESTracker does not use customer data to train public AI models.
01 · What Smart Draft is
Prepare a draft. Review it before saving.
Smart Draft prepares a first draft for supported annual report questions using evidence you have already linked. Staff check the records, edit the answer, and decide whether to save or discard it.
- Drafts are produced from compliance records you have already linked to the question (inspections, IDDE incidents, BMP records, activities, enforcement actions).
- Drafts surface the underlying records so the coordinator can verify what is being summarized.
- Smart Draft does not change the year state, certify the report, or lock the report.
- Smart Draft does not submit anything to a state agency.
- Smart Draft does not determine compliance status.

Smart Draft assembles answers from linked evidence and templates inside NPDESTracker. The same inputs produce the same draft. It does not call an external AI provider or send your records to one.

03 · Data handling
Your records stay in your agency's workspace.
Smart Draft does not send customer records, photos, or report answers to an AI provider. It uses the fixed templates described above. If that changes, this page will explain what would be sent, to whom, and how to keep it off before the change takes effect.

- No customer data is used to train any model.
- Smart Draft does not send reporter contact details, attachments, or signatory information to a model.
- Every draft is reviewed by a person before it is saved.
- Smart Draft can be left unused entirely; answers are written by hand.
04 · What Smart Draft does not do
Review and submission stay with your agency.
Your team is responsible for checking the answers, completing certification, and submitting the report through the required agency process.
- Smart Draft does not submit annual reports to state agencies.
- Smart Draft does not certify the annual report or capture signatory information.
- Smart Draft does not lock or unlock reporting years.
- Smart Draft does not replace staff review of every draft answer.
- Smart Draft does not provide legal, regulatory, or compliance advice.
- Smart Draft does not guarantee that any answer is complete, correct, or accepted by the permitting agency.
05 · How to control it
Choose when to use Smart Draft.
You can use Smart Draft or write an answer yourself. It requires no extra setup. The reporting audit log records when a draft was generated, accepted, or edited alongside other answer changes.
