In a small Phase II MS4 program, the evidence behind an annual report answer is rarely missing. It is usually scattered. 02 · What gets linked to which record

Each piece attaches to the record it actually belongs to.

The shape of evidence tracking matters more than the volume. Photos and GPS attach to the inspection that captured them. Sign-in sheets attach to the outreach activity. Enforcement letters attach to the inspection that triggered them. The audit log captures every create, edit, and override on every record so a future reviewer can see what changed, when, and why.

04 · Smart Draft pulls from linked evidence

Narrative answers grounded in records, not memory.

Counts, dates, partner organizations, channel mixes, and other fields come from the records, not from a coordinator's recall. The draft is a starting point, not the saved answer.

Staff read the draft, confirm the totals against the linked evidence, edit the parts that need judgment, and save the final language. Smart Draft does not submit, certify, lock, or replace staff review. It does not invent partners or fabricate counts. It pulls from what is on the records.

05 · Honest scope

What this does, and what it does not do.

NPDESTracker organizes the evidence, links it to the records and the report questions it supports, and keeps an audit log of changes. It does not submit annual reports to Ecology, EPA, or any state agency on a customer's behalf. The submission step stays with the human at the agency, on the agency's submission channel.

NPDESTracker does not promise compliance. Compliance is what the program does. Software helps the records hold up across staff turnover and audit cycles.
